Hard Reconciliation Didn't Solve this Issue for me

I've increase the user message tracking to the max (1000) and enabled hard reconciliation. Hard deletion reconciles, but moving to a PST file does not reconcile.
Are there any other settings I can try to get them to remove from the handset?

This was a life saver, I had users moving messages to PST files and the devices were not reconciling the changes.. Tell me, why isn't this enabled by default?
