Overview

<content> When attempting to activate the BlackBerry smartphone, the Enterprise Activation process stops at 98%.

Cause

<content> The BlackBerry Synchronization Service does not handle the slow synchronization results correctly.

The Sync Logs display the following entry:
[16086] (06/06 07:26:59.353):{0xEF4} [SYNC-UserControl] Failed (error=5406) to convert XML record to device record payload. [<username>:26, DS=DevMgmt, DB=Time Zones, V=1, TB=1, GUID=19]

Resolution

This is a previously reported issue that has been escalated internally to our development team. No resolution time frame is currently available.

Workaround

<content> Task 1- Turn Date/Time Source off
To turn the Date/Time Source off, complete the following steps:
  1. From the home screen of the BlackBerry smartphone, click Options > Date/Time.
  2. Change the Date/Time Source field to Off.
  3. Display the menu, and then click Save.
Task 2 - Re-activate the BlackBerry smartphone user on the BlackBerry Enterprise Server

To re-activate the BlackBerry smartphone user on the BlackBerry Enterprise Server, complete the following steps:
  1. Remove the BlackBerry smartphone user from the BlackBerry Enterprise Server. For instructions, see KB10418.
  2. Add the BlackBerry smartphone user to the BlackBerry Enterprise Server again.
  3. Complete the Enterprise Activation process.

Much easier fix
 
I fixed this exact same issue by turning Wireless Synchronization off then on:

Go to Options - Advanced Options - Enterprise Activation
Hold down ALT and type cnfg
For Wireless Sync, change the option to No
Hold down ALT and type cnfg
Change Wireless Sync back to Yes

This fixed the issue in about 2 minutes and didn't require the pain of dealing with the BES.
