Am I the only admin who is troubled by this? I asked the DART support rep last time I called in about this, and here is what he said:

I now have the syntax for the import file
the first line of the file needs to contain the following headers
Email Address
SRP ID
Group Names (Optional)
Activation Password Operation
Activation Password (required if the password is set)
Activation Password Expiry (required if there is a password)
Then after that you need lines with the users details
The Activation Password Option can be
generate (this will create and ail a password automaticaly)
specify (you set the password)
none (no password)
attached is a sample file I used in testing.
Once the users are imported you can then set them all to be administrators by going to administrator users > manage users and choose manage users from an import list. (you can create the import list for this by using manage users and export)

The problem I have with this is I work for an MSP, and many of my admins don't have mail-enabled AD accounts on our client environments.
There are many things I hope get fixed in the upcoming SP, this being one of them.
