Default Device not activating with BESX

I have a user switch from 9700 to 9780. Initially, we tried to migrate the device using BlackBerry Desktop but after transferring data, it said that new activation needs to happen from the BES server. I did that and generated the new password but the new device just does not want to be activated. Putting the sim back in the old device works.

So we deleted his account from BES and recreated it but still I cannot get the old or new device now to activate. When I generate an activation email, the user gets the email in their Exchange box. Then when I try to enter the email and password on their device, I can see the network.ept email in their inbox but the device almost immediately gives an error saying bad email/password.

I have even tried creating the activation password instead of generating but still the same issue. What could it be? Going a biit crazy trying to troubleshoot! the BESX server is remote so I can't just plug the unit in USB

Is the device provisioned with a BES data plan, or a BIS data plan?
(Sounds like only BIS)

I am also facing the same problem in my office. One of my collegaue's blackberry curve is just not getting activated (It keep saying Enterprise Activation In Progress) and is just not getting completed. His emails are all there, but neither calender nor his add book are coming up. And seems there's no way to stop and re-start the sync. Please advise me what to do. Matter is very urgent.
