KB19552, published yesterday, is a security advisory for the BlackBerry Browser.

The advisory lists updated version numbers, none of which seem to be available from Verizon Wireless. Also, version 4.2.x.x and 4.3.x.x are not listed; it is unclear if they are unaffected.

Not sure who to blame for the updated OS's being released - RIM or the carriers.

This issue would be blamed on RIM. The carriers do not touch the core OS and related applications.
