KB04327 - BlackBerry smartphone stops responding at Waiting for Services stage

Environment

  • BlackBerry® smartphone
  • BlackBerry® Enterprise Server software versions 4.0 and 4.1

Overview

During the wireless enterprise activation process, the BlackBerry smartphone stops responding and displays the following error message:
Waiting for Services

Cause

This problem is caused by one of the following:
  1. The BlackBerry smartphone user is in an area with insufficient wireless network coverage.
  2. The BlackBerry smartphone user has pending messages that are preventing delivery of the services to the BlackBerry smartphone.
  3. The BlackBerry Policy Service and BlackBerry Synchronization Service are not started.
  4. The BlackBerry Enterprise Server service account does not have the required permissions on the BlackBerry Configuration Database.
  5. Another BlackBerry smartphone user with the same personal identification number (PIN) is active in the same BlackBerry Configuration Database.

Resolution

Perform the appropriate resolution for the cause.
Cause 1
The BlackBerry smartphone user is in an area with insufficient wireless network coverage.
Resolution
Advise the BlackBerry smartphone user to complete the enterprise activation process in an area with sufficient wireless network coverage.

Cause 2
Pending email messages from the BlackBerry Enterprise Server to the BlackBerry smartphone user are preventing delivery of the services to the BlackBerry smartphone.
Resolution
Clear the BlackBerry smartphone user's pending email messages.
To purge a BlackBerry device user’s pending messages in BlackBerry Enterprise Server software version 4.0:
  1. Open the BlackBerry Manager.
  2. Right-click the desired BlackBerry device user and select User Stats.
  3. Click Purge Pending.
To purge a BlackBerry device user’s pending messages in BlackBerry Enterprise Server software version 4.1:
  1. Open BlackBerry Manager.
  2. In the Explorer view, select the desired server.
  3. On the Users tab, select the desired BlackBerry device user.
  4. In the Tasks menu, expand Service Control and Customization and click Purge Pending Messages.

Cause 3
The BlackBerry Policy Service and the BlackBerry Synchronization Service are not started.
Resolution
Start the BlackBerry Policy Service and the BlackBerry Synchronization Service.

Cause 4
The BlackBerry Enterprise Server administration account does not have the required permissions on the BlackBerry Configuration Database.
Resolution
Refer to the BlackBerry Enterprise Server Installation Guide for information on the correct permissions for the BlackBerry Enterprise Server administration account.

Cause 5
Another BlackBerry smartphone user with the same PIN is active in the BlackBerry Configuration Database.
This often occurs when a BlackBerry smartphone that was previously assigned to a BlackBerry smartphone user is re-assigned to another BlackBerry smartphone user.
Resolution
Remove the duplicate BlackBerry smartphone user account from the BlackBerry Enterprise Server. For instructions on how to remove an account, see KB11638.
