KB04168 - Wireless service provider name does not display in BlackBerry Manager

Overview
If BlackBerry Manager is installed on a remote computer that has not had at least one installation of BlackBerry® Device Software, or the Vendor.xml file is not updated from another location, the Carrier column in BlackBerry Manager displays the wireless service provider's code (for example, 100) instead of the wireless service provider's name.
Cause
The Vendor.xml file is used by BlackBerry Manager to populate the Carrier field. The Vendor.xml file must be populated and located in C:\Program Files\Common Files\Research In Motion\AppLoader on the remote server for the BlackBerry Manager to be able to read it.
If the Vendor.xml file is empty, or in the wrong location, BlackBerry Manager only displays the wireless service provider's code, not the wireless service provider's name.
Open the Vendor.xml file. If it displays a single line similar to the one below, then it is an empty vendor file and must be updated.
Resolution
The Vendor.xml file must be populated and located in the appropriate file on the remote server for the BlackBerry Manager to be able to read it.
To populate the Vendor.xml file, complete one of the following resolutions:
Resolution 1
Install the latest BlackBerry Device Software from your wireless service provider.
Resolution 2
Create or update the Vendor.xml file using one of the following methods:
