KB04995 - Windows Installer Service could not be accessed

Environment

* BlackBerry® Desktop Software
* Windows® 2000
* Windows® 2003
* Windows® XP

Problem

The following error message appears when you install BlackBerry Desktop Software:

The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.
Note: The error message is not always visible.

Cause

This issue may be caused by one of the following:

1. The required Windows Installer (.msi) files are missing or damaged.
2. Windows XP does not detect the .msi file, or a problem exists with the file.

Resolution

Complete the appropriate resolution for the cause.

Cause 1

The required Windows Installer files are missing or damaged. A program that uses the Windows Installer package file (.msi) was removed.

Resolution

Register or install the Windows Installer again. For instructions on how to register or install the Windows Installer, see the Microsoft® support web site.

Cause 2

Windows XP does not detect the .msi file, or a problem exists with the file.

Resolution

Complete the following steps:

1. On the computer, go to Start > Run.
2. In the Open field, type cmd.
3. Click OK.
4. In the command prompt window, type msiexec /unregister.
5. Press the ENTER key.
6. Type msiexec /regserver.
7. Press the ENTER key.

Additional Information

To make sure that the Windows Installer Service can be accessed, run the msiexec /i "BlackBerry Enterprise Server.msi" /l*v c:\bes.log command.

The output file BES.log also shows Error 1601.
