KB04797 - "Service-specific error 5613" when attempting to start the BlackBerry Dispatcher


Environment

  • BlackBerry® Enterprise Server version 4.0 to 4.1 SP6 for Microsoft® Exchange
  • SDR73212



Overview

This error may occur after restarting the BlackBerry Enterprise Server. When the BlackBerry Dispatcher is started, error 5613 is displayed. The Event Viewer Application Log displays the following:
Event Type: Error
Event Source: BlackBerry Dispatcher
Event Category: None
Event ID: 10000
Description:
[DIAG] EVENT=bind_failed, ERROR=10048

Event Type: Error
Event Source: BlackBerry Dispatcher
Event Category: None
Event ID: 10060
Description:
[BIPPa] Failed to start listening for connections

Event Type: Error
Event Source: BlackBerry Dispatcher
Event Category: None
Event ID: 10261
Description:
Unable to start BIPPa Controller

The BlackBerry Dispatcher log displays the following:

[10000] (03/18 09:51:50.679):{0x27C4} [DIAG] EVENT=bind_failed, ERROR=10048
[10060] (03/18 09:51:50.679):{0x27C4} [BIPPa] Failed to start listening for connections
[10261] (03/18 09:51:50.679):{0x27C4} Unable to start BIPPa Controller
[50105] (03/18 09:51:50.679):{0x27C4} Stopping BlackBerry Dispatcher
This error may also occur after upgrading from BlackBerry Enterprise Server version 3.6 SP3 to BlackBerry Enterprise Server version 4.0. When the BlackBerry Dispatcher is started, error 5613 is displayed. The Event Viewer Application Log displays the following:
Event Type: Error
Event Source: BlackBerry Messaging Agent Agent 1
Event Category: None
Event ID: 10000
Description:
The description for Event ID ( 10000 ) in Source ( BlackBerry Messaging Agent Agent 1 ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: DefaultHandler - Killing program.
Event Type: Warning
Event Source: BlackBerry Messaging Agent Agent 1
Event Category: None
Event ID: 20000
Description:
The description for Event ID ( 20000 ) in Source ( BlackBerry Messaging Agent Agent 1 ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: [BIPP] (_001) Unable to initialize secure connection: Error in CryptAcquireContext(open/create): 80090016.
The represents the Server Routing Protocol (SRP) Identifier for the associated BlackBerry Enterprise Server.
The BlackBerry Enterprise Server debug log displays the following:
[30000] (11/07 10:41:54):{0xEAC} [SRP] Starting SRP client 'BlackBerry Enterprise Server - - Exchange' with UID
[20386] (11/07 10:41:54):{0xEAC} [BIPP] Unable to initialize secure object: Error in CryptAcquireContext(open/create): 80090020
[10261] (11/07 10:41:54):{0xEAC} Unable to start the BIPP Controller
[50004] (11/07 10:41:54):{0xEAC} Stopping BlackBerry
Note: There may be some variation in the CryptAcquireContext error code.




Cause

This issue may be caused by one of the following:
1. The BlackBerry Dispatcher service is unable to bind to port 5096 2. The AppData String Value is either blank or incorrect.



Resolution

Cause 1
The BlackBerry Dispatcher service is unable to bind to port 5096
Resolution 1
Determine which other software is configured to use port 5096:

  1. From a command prompt, type netstat -a -n -o > c:\Netstatoutput.txt.
  2. Open c:\Netstatoutput.txt in a preferred text editor.
  3. It can be seen from the screenshot below, under the Local Address column that port 5096 is in use by PID 1908.

  4. Open the Task Manager, click on View > Select Columns > Click the checkbox next to PID
  5. Sort the list of processes by PID.
  6. It can be seen from the screenshot below that PID 1908 corresponds to Sqlserv.exe, which is using port 5096, in this example.

  7. If the program which is using port 5096 is configured to use a dynamic port, for instructions on how to reserve ports, please see KB812873, or visit the Microsoft Support Knowledge Base and search for "how to reserve a range of ephemeral ports".
  8. If the program which is using port 5096 is configured to use port 5096 specifically, reconfigure it to use a different port.
  9. Start the BlackBerry Dispatcher service.
Important: Restarting certain BlackBerry Enterprise Server services will delay email message delivery to BlackBerry smartphones. For more information, see KB04789.

Cause 2
The AppData String Value is either blank or incorrect. Please reference the workaround section of the article.
Resolution 2
This is a previously reported issue that has been escalated internally to our development team. No resolution time frame is currently available.



Workaround

Verify that the AppData String Value entry is present and correct.
Note: The following procedure involves modifying the computer registry. This can cause substantial damage to the Windows® operating system. Document and back up the registry entries prior to implementing any changes.
  1. Open the Registry Editor by clicking Start > Run.
  2. Type regedit, then click OK.
  3. Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
  4. Double-click AppData.
  5. In the Value data field, type %USERPROFILE%\Application Data and click OK.
    Note: Make sure there are no additional characters or spaces in the Value data field entry.
  6. Close the Registry Editor, then restart the BlackBerry Dispatcher.
Important: Restarting certain BlackBerry Enterprise Server services will delay email message delivery to BlackBerry smartphones. For more information, see KB04789.
