Environment
- BlackBerry® Device Software version 4.5
- BlackBerry® Enterprise Server versions 4.1 SP6 and 5.0
- BlackBerry® Enterprise Transporter
Overview
When migrating BlackBerry smartphone users from BlackBerry Enterprise Server version 4.1 SP6 to BlackBerry Enterprise Server version 5.0 using the BlackBerry Enterprise Transporter tool, the Enterprise Activation icon appears and remains on the BlackBerry smartphone.
If you click the Enterprise Activation icon on the BlackBerry smartphone, Initializing Activation... displays. After approximately an hour, it changes to Activating Service: Desktop. It remains on the screen until the BlackBerry smartphone is hard reset.
Note:While Initializing Activation... displays personal information management (PIM) synchronization may not be function. When it changes to Activating Service: Desktop after a few minutes, the BlackBerry smartphone will function fully.

Cause
The source BlackBerry Enterprise Server has an encryption algorithm of only Triple Data Encryption Standard (Triple DES), and the destination BlackBerry Enterprise Server is using Triple DES and Advanced Encryption Standard (AES).
Resolution
This is by design. Ensure that the encryption algorithm on the source BlackBerry Enterprise Server is the same as the destination BlackBerry Enterprise Server.
Example: 3DES and AES to 3DES and AES. 3DES to 3DES and AES is not a supported configuration for use with BlackBerry Enterprise Transporter.
If the BlackBerry smartphone users were already moved from BlackBerry Enterprise version 4.1 to 5.0, complete the following steps:
- In the BlackBerry Administration Service web console, set the Enterprise Activation password for the BlackBerry smartphone users. On the corresponding BlackBerry smartphone go to Options > Advanced Options > Enterprise Activation, and re-input the password and click activate. If that does not succeed, perform the next steps.
- If possible, use BlackBerry Desktop Manager to regenerate the encryption keys.
- Perform a security wipe on the BlackBerry smartphone. In the BlackBerry Administration Service web console, set the Enterprise Activation password for the BlackBerry smartphone users. On the corresponding BlackBerry smartphone go to Options > Advanced Options > Enterprise Activation, and re-input the password and click activate. If that does not succeed, perform the next step.
- Perform a security wipe on the BlackBerry smartphone. Delete the BlackBerry smartphone user from the BlackBerry Administration Service web console (including Mailbox information). Then re-enterprise activate the affected BlackBerry smartphone user(s).
Workaround
- Hard reset the BlackBerry smartphone.
- Change the encryption algorithm on the source BlackBerry Enterprise Server from Triple DES to AES and 3DES. Then migrate the BlackBerry smartphone users.
Note: Performing this action can take several hours as this needs to regenerate encryption keys for all BlackBerry smartphones, and some BlackBerry smartphones may be turned off or out of coverage.
