Default Dumb Question?

What exactly does this do?

Occasionally, after device activation, my BES will not grab all of the phone information (serial number, phone number, ...) or will have inaccurate information. A reactivation always fixes the problem, but is viewed as an unnecessary hassle for the user. Will this resolve this issue?

It stops the messaging agent for that particular user and then restarts it.

Likely not.
For this, try deleting the SYNC service book on the handheld and then undelete it.
